Rafael Benitez will reiterate his necessity for new players when he meets with Liverpool chairman Martin Broughton next week.
Liverpool have little chance of finishing fourth in the Premier League this season, as the Reds sit eight points behind Tottenham Hotspur with just four games remaining.
The manager is fearful that Liverpool will digress further if they do not open up their wallets during the transfer window this summer, and could ask Broughton for as much as £60 million to reload the squad.
"I could meet him [Martin Broughton] this week. I don't know his agenda. I have enough things to do in terms of football but we will discuss everything," said Benitez.
"I will talk about players. We were so close last year that we know that this year we could do better and we need three or four players.
"Jamie Carragher was talking about three or four and Fernando Torres was talking about four or five.
"We will need to improve with these players. After that we can talk about prices in the market but we have a new chairman and we can discuss everything."
Liverpool will travel to Spain to take on Atletico Madrid in their Europa League semi-final first leg on Thursday, and Benitez hopes the Reds can finish their season on a high by winning their remaining games.
"We want to finish the season in the best way possible and we have to try to be in the top four.
"It will be difficult but we have to win all of our games and we want to win the Europa League for some silverware. Those things are important for the fans so we'll try to do both."
